Carbon offsets are always a compromise, not a substitute for avoiding emissions. However, if you have to fly, there are better options than the airlines’ voluntary offset programs.
by Stephen Warren, Emeritus Professor of Atmospheric Sciences, University of Washington, Seattle, USA
Airplanes are responsible for less than three percent of global CO2 emissions1, but aviation fuel cannot easily be replaced by non-fossil fuels, so “offsetting” one’s flight emissions has become popular. Extracting CO2 from the atmosphere (“direct air capture”, DAC) and sequestering it deep underground now costs in the range $200 to $800 per ton of carbon dioxide.2 But DAC is not yet operating at a large scale, so for now I will do my offsetting by paying to mitigate others’ emissions rather than paying to capture my own emissions. I’ll use a middle rate of $500 per ton as a guideline for what I should pay.
The CO2-offset strategies currently on offer are questionable. For example, some land claimed to be “reforested” land had never been cleared, and some “protected” rainforest areas used as offsets were then logged anyway.3,4 So I’m looking into an alternative approach. Here’s my thinking:

(1) CO2 is emitted by human activities, so reducing the number of humans being born will reduce the total emissions, as well as reducing other environmental impacts. Indeed, since children can beget grandchildren, and so on, having fewer children is by far the most effective way to reduce CO2 emissions.5,6 The highest per-capita CO2 emissions are in the rich countries, so for this particular environmental problem, population-reduction is most urgent in the rich countries. Babies in the U.S., even those born to poor immigrant parents, often grow up to become affluent citizens, emitting large amounts of CO2. The U.S. population has been growing by about 2 million per year.
(2) In the United States, about 45% of pregnancies are unintended.7,8 The Planned Parenthood organization provides services to American women for contraception and abortion, thus reducing the number of unplanned births and preventing the CO2-emissions that would have occurred, had those additional humans been born.
(3) The CO2 emitted by commercial flights averages to 90 grams per passenger-kilometer.9,10 Last December I compiled my year’s travel. In 2023 I flew 28,000 km (twice to California, once to Indiana, and once to Europe), so my CO2 emissions from flying were about 2.5 tons. But I’ve just started on this offset-policy, so I added in my flights from 2022, which was a heavy travel year for me, emitting 8.7 tons, making a total of 11.2 tons for the two years. Doing the multiplication, $500×11.2= $5600, which I have donated to Planned Parenthood of the Pacific Northwest as my CO2-offset, in addition to my routine annual contribution.
(4) A convenient number to remember is that at $500 per ton, each kilometer you fly requires an offset of about 5 cents. The price will drop in the future, as engineering advances are made. Some DAC innovators expect that extraction and sequestration will soon cost less than $100 per ton.11,12

If only business, social and political leaders would adopt this view (they know of it, but ignore it) and act accordingly. But such a turnaround of course requires a lot of lateral thinking and a totally different approach to our social security / taxation systems, infrastructure et al.

Thank you, Dr. Warren–this is an excellent article! I have been donating to a local Renewable Energy Fund to mitigate my flying emissions, but using a rate of $50 per ton of CO2. I’ll need to increase that, I guess.
In addition to the articles you cited, there are a couple of older articles that support your thesis that the best, most humane and least expensive way to offset carbon emissions. Both are British and may be a little difficult to find on the web, but their titles are:
Fewer Emitters, Lower Emissions, Less Cost by Thomas Wire, Sponsored by the Optimum Population Trust (renamed “Population Matters” 2009

I’m sorry, but I find this deeply immoral. The planet is in a terrible state, we each have a duty to do our part to improve the situation. We certainly shouldn’t be making it worse!!
Only a very small minority of the world population flies regularly, and many flights are completely avoidable. To say “I will fly anyway, and give the money to someone to fix the mess I’m making” is just wrong. It’s as if there was a house on fire, and you kept pouring gasoline on it while making donations to the fire fighters…
Come on.-
Of all the uses of fossil fuels, I think the few percent used for personal travel is probably the most worthwhile, in giving travelers an appreciation of geography, landscapes, and climates, and exposure to foreign cultures, languages, and ideas.
I like to travel, so I prefer to limit my fossil-fuel use in other ways: a small house, commuting by bike, showering only once a week, vegetarian diet, hanging laundry on the line, washing dishes by hand, and of course the big one that outweighs all the others put together: no children.
-
A single flight probably offsets all of these (except the no children, but that’s a long-term thing, while we’re still alive and polluting now). I’m not saying one should never fly, but it should be extremely limited and rare. If you look at the data, the vast majority of the world population has never taken a plane in their whole life (around 80%, according to some estimates).
As for it being worthwhile, I couldn’t disagree more strongly (I just wrote a 500 page book trying to prove the opposite of what you say, for what it’s worth…). I think leisure travel is just another form of consumerism, one of the most impactful there is, actually, and it does not make one a better person; the backlash against tourists in many receiving countries is one proof of that.
Many tourists I know have been all over the world – and seen whatever they were led and allowed to see, because true knowledge takes a long time and often big risks – but they know little about the place they live in; they don’t respect it much, either, since they are constantly leaving it to go somewhere else.
I think the idea that we have the right to see every place in the world, and that we are actually learning something meaningful every time, that we wouldn’t learn at home, is just a contemporary delusion of a minority of the current world population, and will be gone when fossil fuels are.

I recently saw an interview of a young woman on the news. She flew from Seattle to Portugal to see a Taylor Swift concert.
-
Flying is taxed little and heavily subsidised. Just yesterday I was talking to a person who needs to go to Paris this summer, from Italy, and he was baffled that the flight only cost 20 euros, while the train costs about ten times as much, even though flying takes more resources and pollutes more per passenger.
-
Wow, I’m surprised and dismayed at that disparity. I thought Europe had made some progress in encouraging train use over flying for short and medium-distance flights

An international team of political scientists, data scientists, economists and environmental scientists has found, via study of satellite data, that approximately 1.18 billion people across the globe are energy-poor—viewed from space, they show no evidence of using electricity. In their study, reported in Joule, the researchers mapped artificial light on the ground as viewed by satellites at night for 3,000 nights. Prior research has shown that it is sometimes not enough to bring electricity to distant communities in the developing world. People in such places tend to lack devices that run on electricity, such as simple light bulbs; thus, many are not able to take advantage of power availability. Earlier research has also shown that over 700 million people around the globe are in such a situation of energy poverty.

The level of inequality in this world is truly staggering. You see some people engaging in levels of wasteful consumption that most of us couldn’t even come up with if we try, while others starve or can’t afford even electricity or a proper toilet.
It’s a shame that in some environmentalist circles it’s not discussed more. I don’t see us going anywhere without addressing that.-
I go out every day to inspect the waste receptacles at my condominium complex,
(62 buildings, with 4 or 8 units each, total 372 units; 24 trash dumpsters, 32 recycling bins,
3 cardboard-only dumpsters, and one 24′ by 24′ fenced holding area). Over half of the units
are rented now, in earlier years they were all owners in residence. I find lots of food, drink,
clothes, shoes, appliances. Lots of light bulbs; 99% of them work! I take what I don’t need
to the local group homes (Oxford Houses), for people new in recovery from alcohol/drugs.

Excellent idea for privates to support organisations who reduce the number of unplanned births in proportion to their emmissions. But what organisations do that in an efficient and trustworthy way? Is there some certification?
-
Sorry I meant to reply to you but it came out as a separate comment below.

I think this would incur the same problem as other forms of offsetting. For example, carbon offsets have been found to do things like protecting trees that wouldn’t have been cut down anyways, or protecting trees for too short a period of time, or violently evicting people from their homes so that they have to find somewhere else to live and farm, so possibly deforestate somewhere else… Ethical questions aside, the “what would happen if I hadn’t done this” is always a tricky thing to be certain about. It would be impossible for an organization to prove that thanks to them a specific number of people has not been born – not to mention the optics of “rich Westerners pay poor women not to have children so that they can keep flying”.
I’d stick to making donations without linking them to one’s own emission and supposedly clean conscience.-
Please give organisations which could be donated for the purpose less children born with website.

An organization that readers can feel confident is doing good work in making contraception available in many areas of the world is the International Planned Parenthood Federation: https://www.ippf.org/
Americans can support the Planned Parenthood Federation of America. This organization is especially deserving of our support, given the recent rollbacks of abortion access in 22 states in the US: https://www.plannedparenthood.org/
Another organization doing good work in the developing world is the Population Media Center. They create radio and television programs that reach millions of people, with messages about the values of small families and female empowerment: https://www.populationmedia.org/

Thanks for this. It would be a good idea for a separate blog post, I’m sure there’s many, although I don’t know who could vet them reliably.
